Multilingual Internet Broadcast for Migrants in Korea

Salad TV (Founder & President: Park Kyong Ju, the name which was originally Internet Broadcast for Migrant Workers in Korea changed into Salad TV in 2009) launched on May 18th, 2005 had been run mainly by its editors and volunteer citizen journalists as an online media company without the government’s direct contribution.
It was publicly accredited as the first media company specialized in migrants’ issues so it was nominated as one of final candidates of the Amnesty International Media Award and received a special award from the Korea Internet Media Journalists Association. Additionally, it was recognized as a media company representing marginalized people by the Press Commission under the Korea Press Foundation to be designated as the media company which was capable of getting support to conduct the projects related to marginalized people in 2007, 2009, and 2010. Salad TV is the only ethnic media company registered in the Korea Broadcasting Yearbook published by the Korea Press Foundation. In a new media environment which is online, Salad TV had different main pages and web addresses by language so migrant people who are poor at reading Korean were highly accessible to the TV so visitors and operators had proactively communicated with each other.
The service was provided for the first time in December, 2007, in seven languages (Nepali, Chinese, Vietnamese, Russian, English, Korean, and Thai). Then, Mongolian service started in May of 2009, and the number of migrant visitors had consistently increased. After opening a multi-lingual service, more than 400,000 people had visited the website by 2012 (source: Google Web Analysis) and among them, more than 360,000 were marginalized migrant people, accounting for around 80% of the service beneficiaries. Salad TV had covered human right related issues of migrants in multiple languages from the media’s neutral perspective and had mainly produced features and broadcasting contents which helped Koreans understand diverse culture. About 8,000 contents had been produced in eight languages before 2012 when it started to take a long break. Salad TV which had strived to diversify contents including video and radio news and coverages also had enabled migrants to participate in social activities by assigning migrant editors by language.
The contents were diverse, including Korean culture and lifestyle, legal information, news about multi-cultural communities, news from home countries, migrants’ human rights, information of pregnancy, childbirth, and childcare, etc.
On May 18, 2005, the Korean language website Migrant Workers Broadcasting Station was opened.

2005년 5월 18일 개국한 샐러드TV(대표: 박경주, 이주노동자방송국으로 개국한 후 2009년 사업자명 변경)인터넷미디어로서 정부의 직접적인 출자 없이 운영되었다. 편집국과 자원봉사자들로 꾸려진 시민기자단 중심으로 운영됐다.
이주문제 집중 취재언론사로는 처음으로 전문 언론으로 대외적으로 인정받아 2006년에는 엠네스티 언론상 최종 후보자에 올랐으며, 2007년에는 한국인터넷기자협회로부터 특별상을 수상한 바 있다. 또한 한국언론진흥재단 신문발전위원회로부터 소외 계층을 대표하는 언론사로 인정받아 2007년과 2008년, 2010년 3년간 소외계층매체사업 지원언론으로 선정됐다. 샐러드TV는 언론재단 발간 한국방송연감에 수록된 유일한 에스닉 미디어다. 인터넷이라는 뉴미디어적 환경으로 언어별로 메인페이지와 웹주소가 따로 있어 한국어에 서툰 이주민의 접근성이 높아, 방문자와 운영자와의 쌍방향 소통이 적극적으로 이루어졌었다.
2007년 12월 7개 언어(네팔어, 중국어, 베트남어, 러시아어, 영어, 한국어, 태국어)로 서비스 시작, 2009년 5월 몽골어를 추가해 8개 언어로 서비스 확대하여 꾸준하게 이주민 방문자가 증가했다. 다국어 사이트를 개국한 이래 2012년까지 홈페이지를 방문한 수혜자는 40만 명 이상이며 (출처: 구글 웹 분석) 이 중 취약계층인 이주민은 36만 명 이상으로 전체 방문자에서 차지하는 취약계층 서비스 수혜자의 비율이 80%이상에 도달했다.(출처: 구글 웹 분석 및 제로보드 웹 분석 툴)
샐러드 TV는 이주민의 인권을 언론의 중립적 입장에서 다국어로 보도하고 한국인들의 다문화 이해를 돕는 기사와 방송 콘텐츠를 주로 생산했다. 2012년 장기휴간에 들어갈 때 까지 8개 언어로 생산된 샐러드 TV 방송 콘텐츠의 수는 무려 8000여개. 동영상 뉴스와 라디오 뉴스, 취재 뉴스 등 콘텐츠의 다각화에도 힘썼던 샐러드 TV는 각 언어별로 이주민 편집인을 배치해 취약계층의 사회적 참여에도 기여했다.
방송 콘텐츠의 내용은 한국 문화와 생활, 법률 정보, 재한 다문화 공동체 현황과 소식, 모국 정보, 이주민의 인권 안내, 임신 육아 출산 정보 등 다양했다.
